Position Title: Environmental Specialist - Chemical & Fertilizer Complex

Position Purpose:

This position performs field and technical activities primarily related to plant-wide compliance emissions monitoring and volatile organic compound (VOC) and hazardous air pollutant (HAP) monitoring. These activities can include continuous emissions monitoring system instrumentation operation and maintenance, stack testing activities, operation, and maintenance of VOC monitoring equipment (FID, PID), field monitoring of VOCs and HAPs for the facility leak detection and repair (LDAR) program, and review of process and instrumentation drawings for the LDAR program.

Essential Functions:

  • Responsible for the data recording, operation, upkeep, maintenance, and repair of continuous emissions monitoring system instrumentation.

  • Conducts field monitoring and verification of all required process equipment in the LDAR program.

  • Ensure accurate environmental records by maintaining environmental logs and analysis files.

  • Provide overall assistance to the environmental department by working in hazardous environments and operating a multitude of equipment (heavy equipment and monitoring devices).

  • Responsible for quality assurance/quality control of specific monitoring programs and supporting with compliance plans and procedures continuous improvement (VOC/HAP monitoring and RCRA sampling/analyses).

  • Manage and maintain continuous emissions monitoring system instrumentation in compliance with state and federal permits and regulations.

  • Operate and maintain VOC/HAP monitoring equipment (PID, FID, etc.), which includes completion of calibration and quality assurance procedures in accordance with EPA protocols.

  • Assist engineers in sampling air, water, and waste to comply with state and federal permits and regulations. Also supports groundwater wells and equipment, ash-water transfers to the plant process, cleanup spill guidance, SWPPP inspections, monitoring, and supporting good housekeeping activities.

  • Assist engineers in air quality compliance testing and water sampling required by the Clean Air and Water Acts.

  • Conduct visual emissions monitoring, odor surveys and follow-ups, leaks/spills follow-up and reporting.

  • Coordinate the drafting of the following reports at the direction of Environmental Engineers and Supervisor: plantwide applicability limit (PAL) pollutant tracking, daily emissions monitoring, excess emissions monitoring, gasifier ash disposal, closed and operating landfill compliance, LDAR and other maximum achievable control technologies (MACT) compliance, corrective measures implementation (CMI) compliance, summaries of environmental incidents, waste minimization activities, groundwater monitoring, and surface water monitoring.

Qualifications:

  • Completion of a two-year post-secondary program in instrumentation, computers, or electronics or equivalent and 2 or more years of experience in the operation, maintenance, and repair of industrial instrumentation, digital equipment, and/or process control components.

  • Working knowledge of electrical instrumentation including analog and digital system fault diagnostic techniques and procedures; principles underlying the construction and use of scientific instruments; knowledge of chemistry, mathematics, and physics; knowledge of electronic and low-volage circuitry.

  • Broad knowledge of federal, state, and local environmental regulations.

  • Experience in environmental sampling, waste management, emissions monitoring instrumentation, and process technology preferred.

  • Good written and oral communications skills.

  • Strong computer skills with experience in the use of software programs, spreadsheets, databases, including Microsoft office suites, is preferred.

  • A valid driver’s license.

Typical Physical/Mental/Environmental Demands:

Requires constant hand coordination; frequent sitting, standing, walking, use of computer/keyboard, and climbing stairs and ladders; occasional bending, low level, and elevated activity, lifting and carrying up to 50 pounds, hand grip up to 25 pounds, reaching above and below shoulder level, crawling, use of tools and foot controls and turning of valves. Requires finger dexterity, ability to perform close work, binocular vision, color vision, hearing, and the ability to speak. The incumbent operates a Forklift, truck, sampling/monitoring equipment, and PC tools (spreadsheets and databases). Requires the ability to analyze data, conduct research, implement recommendations, develop plans and goals, present information to others and work under pressure of time constraints. Approximately 25-50 percent of the day is spent in an office environment. Exposed occasionally to dirt, dust, chemicals, extreme heat and cold, vibration, noise, poor ventilation, electrical risks, confined areas and working at heights up to 350 feet. Incumbents are required to wear dust masks, respirators, and full-face Scott Air Paks when necessary. Travel is required occasionally to meet with vendors and for training.
